REQUEST: Authorization to award a contract to All Webbs Enterprises, Inc. for the Water Treatment Plant Class I injection well system mechanical integrity testing, in the amount of $61,400.00.

EXPLANATION: Wellington uses a deep injection well at its water treatment facility for the disposal of the waste stream generated by the low pressure, reverse osmosis process. The deep injection well is permitted by the Florida Department of Environmental Protection (FDEP). Pursuant to the FDEP permit, mechanical integrity testing (IT) of the deep injection well must be conducted every five (5) years to ensure the well is functioning properly.

On April 9, 2025, Wellington released ITB 202513 on Demandstar, seeking qualified firms to provide such services. The solicitation was also advertised on the Palm Beach County's Legal Notice site. On May 8, 2025, two (2) proposals were received meeting the required specifications, as summarized below:

The lowest responsive, responsible bidder was All Webbs Enterprises, Inc., who submitted a bid price of $61,400.00.

Construction phase services for this project will be performed by JLA Geosciences, Inc. This scope of work was included in a previously approved proposal from JLA Geosciences, Inc, for $32,614.00. This proposal also includes bid documents development and coordination with the FDEP for approval of the plan.

Staff is recommending award of contract to All Webbs Enterprises, Inc. for the Water Treatment Plant Class I injection well system mechanical integrity testing in the amount of $61,400.00.
