ITEM: AUTHORIZATION TO UTILIZE A STATE OF FLORIDA CONTRACT FOR SECURITY SERVICES, DURING THE CONSTRUCTION PHASE OF THE WATER TREATMENT PLANT RENEWAL AND REPLACEMENT PROJECT
REQUEST: Authorization to utilize State of Florida contract #92121500-14-01, as a basis for pricing, for security officer services with U.S. Security Associates, Inc., in the not-to-exceed amount of $75,000, during the Water Treatment Plant and Replacement Project.

EXPLANATION: The Utilities Department requires security officer services to secure the construction site within the Water Treatment Plant and Replacement Project for the next several years. These security services will monitor and restrict access to the construction site on a daily basis for sixty (60) hours per week.
The State of Florida provides a venue for all Florida vendors to propose prices for security officer services. Award is made to the lowest responsive and responsible bidders. State of Florida contract #92121500-14-01 was awarded to four (4) security firms with an expiration date of December 15, 2016. A three (3) year renewal option was exercised on October 11, 2016 through December 15, 2019, with three (3) of the four (4) awarded firms renewing contracts. U.S. Security Associates, Inc. provides the best overall value to the Village and is currently performing these services for the Village through December 31, 2018.
In order to ensure competitive pricing, staff compared the State of Florida contract pricing with similar contracts, and the State of Florida contract provided the best overall value to the Village.
