ITEM: PRESENTATION BY EVE AND LARRY WALLACE, PALM BEACH LITTLE RANCHES
REQUEST: A request was received from Eve and Larry Wallace, Palm Beach Little Ranches to speak for 15 minutes during the Public Forum.

EXPLANATION: Ms. Wallace, on behalf of Mr. Wallace, submitted the following explanation of what they would like to present to Council.
"Palm Beach Little Ranches would like to propose that we finally be safely connected to the long time existing Equestrian Green Trail and have funds directed to begin creating a safe bridle path system within Little Ranches Equestrian neighborhood.
Also, one of our concerned residents questioned the legality of the purchase of a parcel located at the south end of Cindy Drive which reflects being "Open Space & Recreation Area" which was sold at auction for unpaid taxes. This parcel was used regularly by riders as access to the trail bordering the canal on the south side of our community. He, being an attorney, presented a legal opinion to the Village requesting they take action to cause this parcel to be reopened as the new owner blocked trail access, presumably in a scheme to sell the parcel to Little Ranches or the Village for a profit. This parcel is not large enough to build a structure on and its blockage goes against every effort being made by Little Ranches to enhance our equestrian element under the guidelines set forth under the Equestrian Preserve Overlay.
Whether the Council needs to vote on this issue is questionable as it has the appearance of being a simple code enforcement based on the legal opinion presented. This would be the preferred method of resolving this issue. Our community has a keen interest in regaining this access and will take all necessary steps to do so."
