EXPLANATION:  On January 28, 2014, Council approved an agreement with Ramba Law Group, LLC, to provide lobbying services to the Village,  The initial term of the agreement was for eleven (11) months expiring on December 31, 2014 with a provision for two (2) additional terms.
 
Based on discussion at the October 27, 2014, Council agenda review meeting, below is a summary of firms/individuals who submitted proposals in 2013 and the final selection committee rankings:
 
1.      Ramba Consulting Group
2.      Coker Consulting, LLC and Metz, Husband and Daughton
3.      Resource Group N.A. and Jordan Connors Group
3.   Erick's Consultant, Inc. and Adams St. Advocates (ADA)
3.   Dutko Poole and McKinley
6.   Neil Schiller- Becker Polliakoff P.A.
7.   The Merchant Strategy
 
Pursuant to our Purchasing Manual, services involving special skill, ability, training or expertise that are in their nature unique, original or creative are exempt from competitive requirements; however since lobbying expenditures exceed $25,000, Council approval is required.
 
Attached are copies of all of the proposals as well as the scoring and ranking of each firm.
 
Staff is seeking direction on how to proceed with this agreement moving forward.
