ITEM: RATIFICATION OF AN EMERGENCY PURCHASE FOR GENERATOR REPAIRS
REQUEST: Ratification of an emergency purchase for generator repairs at the Water Treatment Facility, with Pantropic Power, Inc., in the amount of $49,686.72.

EXPLANATION: On July 9, 2014, the Utilities Department requested an emergency purchase for emergency generator repairs (Generator #3) at the Water Treatment Facility. Generator #3 serves critical water treatment facilities. In the event of a power outage from FPL, the Reverse Osmosis Plant #1 building and the high service pumps would not operate and the facility would not be able to treat water.
After discovering the issue (failed coolant system components - coils, seals, tank), the Utilities Department immediately contacted Pantropic Power, Inc., the only local dealer authorized to service Caterpillar generators. The generators currently installed at the Water Treatment Facility are Caterpillar (CAT) products; therefore, Pantropic Power, Inc. is the sole source provider of these services (sole source letter attached).
Pursuant to our Purchasing Manual, emergency purchases are exempt from competition and all purchasing requirements can be waived when the need is the result of a serious and unexpected occurrence and demands immediate attention. However, emergency purchases over $25,000 still require Council approval.
Staff requests ratification of an emergency purchase for generator repairs at the Water Treatment Facility with Pantropic Power, Inc., in the amount of $49,686.72. The cost to replace Generator #3 is on the order of $800,000. Generator #3 is the original generator and was installed in 1984.
