EXPLANATION: The Utility Department owns and operates eighteen (18) wells. These wells are the source of water for Wellington's drinking water system. These facilities are critical infrastructure and must be properly maintained. The contracts will be utilized for service to these wells on an as needed basis. The contracts are structured so that the Utility Department can select individual tasks, each with a specific unit price, to address particular issues with each well on an as needed basis. In an effort to provide flexibility and access to required services, it is recommended to award contracts to the two (2) vendors submitting bids. Pricing will be the primary criteria used for selection of the contractor, followed by availability and timeframe to complete the work.

On October 14, 2015, Wellington released ITB #017-15/DZ on Demandstar seeking qualified bidders to provide such services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington's website. On November 12, 2015, two (2) proposals were received.

The total bid prices, shown in the table below, reflect the projected quantity of each work item over the total term of contract (1 year plus 4 additional 1 year terms), multiplied by the unit price (for each work item) ...
