EXPLANATION: The Flying Cow Road Greenway Project provides a new 8 ft. to 10 ft. wide paved multiuse path paralleling Flying Cow Road from Wellington Environmental Preserve to approximately 900 feet south of Southern Boulevard. The path will connect to the new C-23 multiuse path near the south end (just north of the Wellington Environmental Preserve) and a new Binks Forest multiuse path near the north end, creating connectivity to the multiuse path system in Wellington. Shade structures and landscaping will be provided along the path. A condensed version of the project plans are provided as Exhibit A.

In 2013, the Flying Cow Greenway Project received favorable consideration by the Florida Department of Transportation (FDOT) for inclusion in its Local Agency Program (LAP) list of projects eligible for reimbursement. Wellington has completed the design, permitting and LAP Certification process for the project and now must enter into the attached Local Agency Program Agreement (Exhibit B) in order to move forward with the construction of the project. If the agreement is approved by Council, staff will move forward with the construction contract procurement process and begin construction sometime mid to late summer 2015.

This project is included in Wellington's approved FY2015 Capital Improvement. The approved budget is $880,000. The total estimated cost is $874,153. Of this amount, FDOT's contribution will be $721,800 and Wellington's contribution will be $152,873.
