EXPLANATION: Much of the Village's drainage infrastructure is in excess of 30 years old and has not been inspected or cleaned since its original installation. Two years ago the Public Works Department implemented a plan to go through all major stormwater conveyance (major) culverts and every neighborhood drainage system (structures & piping) and record the findings (video), inspect, clean/repair, if needed. To date, approximately seventy-five (75) percent of major culverts have been inspected. The four to six year plan includes addressing each neighborhood beginning with the oldest first. There are several neighborhoods that remain on the program with several thousand feet of drainage lines (15" to 48" diameter) and hundreds of structures. This contract will be used to inspect, clean and make any repairs needed.

On January 11, 2015, Wellington released ITB 003-15/DZ on Demandstar. The solicitation was also advertised in the Palm Beach Post and posted on Wellington's website. On February 2, 2015, one (1) proposal from Shenandoah General Construction Company was received. In order to ensure competitive pricing, staff compared Shenandoah's pricing with a similar, recently solicited Collier County bid and found Shenandoah's line item unit pricing to be equal to or less than the primary awardee on the other bid, on line items Wellington will utilize the most.

The term of the unit price contract shall be for three (3) years from date of award, and by mutual agreement between the Village and the awardee, be renewable for two additional one year periods.
