EXPLANATION: Multipurpose fields No. 13, 14, 15, and 16 located at Village Park (Exhibit 1) were constructed in 2004 and have not benefitted from any major renovations since that time. Staff has performed seasonal and annual maintenance over the years in order to maintain the playing surface as well as improve surface playability and reduce downtime resulting from field drainage issues and increased wear and tear of the playing surface. Due to the continued regular use of the fields and surface drainage and subsurface material issues not addressed as part of the original design and construction project, it is necessary to undertake renovations to the fields and the subsurface drainage system. This project was originally evaluated as the only remaining fields at Village Park to not have undergone a substantial renovation effort and as such was reviewed and designed for a major renovation. Subsequent to staff's review of the plans and cost estimate prepared by the Engenuity Group, we undertook a value analysis of the project in order to effect a phased implementation to the necessary improvements. Based on our analysis, the proposed scope of work includes: subsurface drainage improvements including materials and labor for the excavation and installation of drainage pipe (high-density polyethelyne [HDPE] and Multiflow) as well as sand and sod (Celebration) in all impacted work areas.
