EXPLANATION: In accordance with approved equipment replacement schedule, Public Works is requesting authorization to purchase a Johnston street sweeper, utilizing FSA contract #16-VEH14.0, as a basis for pricing, from Pat's Pump and Blower, LLC., at a cost of $303,401.62. The Florida Sheriffs Association provides a venue for all Florida vendors to propose prices for the sale of their vehicles and equipment. Award is made to the lowest responsive and responsible bidder. Consequently, year after year, the lowest prices are found on FSA contracts, from which multiple State and local government agencies make their purchases.

In addition, due to age and condition, staff is seeking authorization to dispose of an existing street sweeper as summarized in Exhibit A, attached. The surplus equipment will be sold on Govdeals.com, the Village's approved auction site.

Staff requests authorization to (1) utilize FSA contract# 16-VEH14.0, as a basis for pricing, for the purchase and delivery of a Johnston street sweeper, from Pat's Pumps and Blower, LLC., at a cost of $303,401.62; and (2) dispose of surplus equipment (existing street sweeper), pursuant to Village policies and procedures.
