ITEM: AUTHORIZATION TO UTILIZE A TERM CONTRACT WITH SEMINOLE COUNTY, FLORIDA FOR HYDRANT MAINTENANCE SERVICES

EXPLANATION: The Utilities Department owns and maintains 2,300 fire hydrants within the Utility Service area. To ensure public safety as it relates to fire protection, it is the goal of the Utility to do proactive maintenance on each hydrant annually. Due to the significant number of hydrants, it is extremely challenging to perform this work in house. It is becoming standard industry practice to utilize a third party vendor to complete these critical services. The Department is seeking authorization to utilize a term contract with Hydromax USA, LLC, for hydrant maintenance services in the amount of $151,000.00, of which $38,200.00 is budgeted in fiscal year 2017 and the remainder is subject to Village Council approval of the Utilities Department fiscal year 2018 budget. The budgeted amount includes a contingency of $10,000.00 for unforeseen maintenance repairs that may arise while the hydrants are being inspected and repaired.
On November 23, 2015, Seminole County, Florida awarded a term contract IFB-602347-15/GCM to Hydromax USA, LLC. This term contract was awarded for a period of thirty-six (36) months, effective through November 22, 2018 with two (2) one-year renewal options at the sole discretion of Seminole County. In order to ensure the most competitive pricing, staff compared pricing with Palm Beach County and found the Seminole County contract with Hydromax, USA LLC, was approximately $18,000.00 less.
Staff is requesting authorization to utilize the Seminole County contract with Hydromax USA, LLC for hydrant maintenance services, in the amount of $151,000.00, of which $38,200.00 is budgeted in fiscal year 2017 and the remainder is subject to Village Council approval of the Utilities Department fiscal year 2018 budget.
