EXPLANATION: On January 12, 2016, Council awarded an engineering services contract (011-15/ED) to multiple vendors. As part of the solicitation, Mock, Roos and Associates, Inc. was selected as one of Wellington's engineering service providers. Staff is seeking authorization to utilize such contract with Mock, Roos and Associates, Inc. to provide engineering consulting services for the C-11 and C-15 canal culvert crossings and bridle trail improvements.

The Village desires to evaluate the existing culvert crossing at Wellington Trace and the C-15 Canal and upsize if necessary. The Village also desires to install a new culvert within the C-11 Canal to extend an existing bridle trail system across the canal via a culvert crossing. This work is focused on the Brown Trail equestrian connector at the C-11 canal. This is funded under the Neighborhood Trails capital program with $200,000 in Wellington funds (budgeted) and another $200,000 in grant funds awarded by the Florida Department of Environmental Protection Recreational Trails Program.

The project scope also includes determining if a new culvert pipe is needed under Wellington Trace at the C15 canal. If this pipe is needed, it can be funded from the Surface Water Management System Improvements capital project if funds are available.

Staff recommends awarding a task order to Mock, Roos and Associates, Inc. to provide engineering consulting services for the C-11 and C-15 Canal Culvert Crossings and Bridle Trail Improvements at a cost of $49,552.00.
