ITEM: AUTHORIZATION TO UTILIZE A PALM BEACH COUNTY CONTRACT WITH ENVIRONMENTAL FINANCIAL GROUP, INC. TO CONDUCT A UTILITY RATE STUDY

EXPLANATION: The Village conducted a comprehensive utility rate study in 2009, including guidance as to revenue adequacy, capital funding, and cost of service adjustments to potable water and wastewater rates. Since 2009, economic conditions deteriorated, growth slowed, and capital investment was deferred. With an improved economy, the Village is seeking to revisit its utility rates, fees and charges as well as to update its ten-year capital program. The Utility Department is seeking authorization to utilize Environmental Financial Group, Inc. (EFG), in partnership with Public Resource Management Group (PRMG), to conduct a new rate study at a cost not to exceed $108,450.00.
Palm Beach County awarded contract #014-13/LAC to Environmental Financial Group, Inc., effective through May 31, 2017, with two (2) one (1) year renewal options at the sole discretion of the County. The contract includes hourly rates, ranging from $153.40 to $225.00, to be charged by key staff members of EF, and PRMG on a project by project basis.
EFG and PRMG have extensive experience in utility rate studies and have conducted continuous business activity in South Florida and Palm Beach County for over 30 years combined. Examples of South Florida utilities who have utilized their services include: Palm Beach County, East Central Regional Wastewater Treatment Operation, City of West Palm Beach, Town of Jupiter, Town of Lantana, City of Tamarac, Glades Utility Authority and the City of Sunrise.
