REQUEST: Authorization to approve a task order to Kimley-Horn and Associates, Inc. to provide engineering consulting services for the Water Treatment Plant Master Plan Lime Plant Replacement project at a cost of $144,300.00.

EXPLANATION: On January 12, 2016, Council awarded an engineering services contract (011-15/ED) to multiple vendors. As part of the solicitation, Kimley-Horn and Associates, Inc. was selected as one of Wellington's engineering service providers. Staff is seeking authorization to utilize such contract with Kimley-Horn and Associates, Inc. to provide engineering consulting services for the Water Treatment Plant Master Plan Lime Plant Replacement project.

The Water Treatment Plant currently consists of three (3) separate treatment plants all co-located on the same site. Reverse Osmosis Plant 1 was constructed in the early 1980's and has a rated capacity of 4.5 MGD. This plant will be undergoing a complete rehabilitation which will commence in 2017 and be complete in 2019. Reverse Osmosis Plant 2 was constructed in 2007 and has a rated capacity of 1.8 MGD. This plant will be expanded under the Plant 1 rehabilitation project to 2.7 MGD. Lime Plant 1 is over 35 years old and has a rated capacity of 4.7 MGD.

As the Lime Plant is nearing its useful life and will need to be replaced within in the next 10 years, staff desires to conduct a Master Plan which evaluates important aspects required to replace the Lime Softening Plant. The Master Plan will consider source water quality and availability, treatment techniques that ensure compliance with drinking water quality standards, physical site limitations, treatment process by-product disposal and costs, both capital and operating.
