ITEM: AUTHORIZATION TO UTILIZE A FLORIDA SHERIFFS ASSOCIATION CONTRACT FOR THE PURCHASE AND DELIVERY OF A MOBILE GENERATOR
REQUEST: Authorization to utilize Florida Sheriffs Association (FSA) contract #16-VEH14.0, as a basis for pricing, for the purchase and delivery of one (1) mobile generator in the amount of $33,776.00 from Zabatt Power Systems and to dispose of surplus equipment pursuant to Village policies and procedures.

EXPLANATION: The Utility has eighteen (18) water supply wells that supply water to the water treatment plant. Prior to a storm event, Utility staff mobilize portable generators at ten (10) of the wells to ensure the water supply will not be interrupted to the plant due to a power loss. The Water Utilities Department is seeking authorization to purchase one (1) generator to replace an existing generator, which is no longer serviceable.
Zabatt Power Systems was awarded FSA contract #16-VEH14.0 for the purchase and delivery of such equipment. The Florida Sheriffs Association (FSA) provides a venue for all Florida vendors to propose prices for the sale of equipment. Award is made to the lowest responsive and responsible bidder. Consequently, year after year, the lowest equipment prices are found on FSA contracts, from which multiple state and local government agencies make their purchases. In order to ensure the best pricing, two (2) additional quotes were obtained from Tradewinds Power Corp. and Kelly Tractor Co., and the FSA contract pricing was the lowest priced for the generator.
In addition, due to age and condition, staff is seeking authorization to dispose of the existing one (1) generator as summarized in attached Exhibit A. This surplus equipment will be sold on GovDeals.com, the Village's approved auction site.
