REQUEST: Authorization to (1) renew an existing contract with Western Communities Transportation, Inc. for senior transportation program services at a cost of approximately $90,000.00 annually (an increase of $20,000 over current fiscal year); and (2) transfer $12,000 from Neighborhood Services to the CDBG/Senior Transportation budget, to cover a shortfall in the FY 2016/2017 budget, due to an increase in ridership.

EXPLANATION:  On August 12, 2014, Council awarded contract #022-14/JWV to Western Communities Transportation, Inc., a Western Community local vendor, for senior transportation program services.  The contract is set to expire on September 30, 2017 and includes two (2) additional one (1) year renewal options.  Staff is requesting authorization to exercise the second renewal option, effective through September 30, 2018, with no price increases.

 

The program consists of eight (8) free one-way trips, for each eligible senior over the age of 62, provided monthly, to destinations such as medical facilities, food markets, and religious institutions.  The program boundaries include the municipal boundaries of Wellington, Palms West Medical Center and U.S. Route 441 from Lake Worth Road to Southern Boulevard.  The total cost per one way trip is $20.00 ($16.00 paid by Wellington and $4.00 paid by CDBG funds). 

 

The program continues to grow as evidenced by the increased ridership.  During the past year, the total number of one-way trips increased from 3,238 to 3,736 or approximately 15% (summary attached).  Due to this increase, staff recommends increasing the annual budgeted amount by approximately $20,000 for fiscal year 2017/2018, from $70,000 to $90,000.

 

Western Communities Transportation, Inc. has provided superior service to the Village since the program’s inception.  Staff recommends renewing the existing contract with Western Communities Transportation, Inc. to provide the Village with senior transportation services at a cost of approximately $90,000 annually, effective through September 30, 2018.

 

In addition, staff is requesting authorization to transfer funds in the amount of $12,000 from neighborhood services to the CDBG/Senior Transportation budget, to cover the shortfall in the FY 2016/2017 budget, due to increased ridership.

(2) Budget transfer in the amount of $12,000 from neighborhood services to the CDBG/Senior transportation budget to cover the FY 2016/2017 shortfall, due to increased ridership (approved budget was $70,000, this budget transfer would increase the budgeted amount to $82,000).
