ITEM: RESOLUTION NO. R2017-26 (FIVE YEAR CONSOLIDATED PLAN, ANNUAL ACTION PLAN AND CITIZEN PARTICIPATION PLAN)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL APPROVING AND ADOPTING A FISCAL YEAR 2017/2018 THROUGH FISCAL YEAR 2021/2022 FIVE YEAR CONSOLIDATED PLAN, FISCAL YEAR 2017/2018 ACTION PLAN, AND CITIZEN PARTICIPATION PLAN, FOR THE COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM; AUTHORIZING THE VILLAGE MANAGER TO PROVIDE THE PLANS TO THE DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD); AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Approval of Resolution No. R2017-26 approving and adopting a FY 2017/2018 through FY 2021/2022 Five Year Consolidated Plan, FY 2017/2018 Action Plan, and Citizen Participation Plan for the Community Development Block Grant Program.

EXPLANATION: The Department of Housing and Urban Development (HUD) has determined that Wellington qualifies as an “entitlement recipient” and is therefore eligible to receive funds under the Community Development Block Grant (CDBG) Program. As such, Wellington is required to submit the following three (3) plans to HUD in order to continue to receive annual allocations of CDBG funds:
1. Five Year Consolidated Plan
2. Annual Action Plan
3. Citizen Participation Plan
Staff recommends approval of all three plans, as attached, and authorization for the Village Manager to provide such plans to the Department of Housing and Urban Development (HUD).
