ITEM: RESOLUTION NO. R2017-40 (DEVELOPMENT REVIEW MANUAL)
A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL, ADOPTING THE DEVELOPMENT REVIEW MANUAL, AS MORE SPECIFICALLY DESCRIBED HEREIN, TO PROVIDE FORMS FOR PLANNING AND ZONING APPLICATION TYPES, SUBMITTAL REQUIREMENTS, REVIEW CRITERIA AND DETAIL THE PROCESS FOR DEVELOPMENT APPLICATIONS AS REQUIRED IN ARTICLE 5 OF WELLINGTON'S LAND DEVELOPMENT REGULATIONS AND TO COMPLY WITH FLORIDA STATUTES; PROVIDING A CONFLICTS CLAUSE; PROVIDING A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.

EXPLANATION: In efforts to streamline the development review process a Development Review Manual has been generated that provides the types of applications, details of the submittal requirements, and includes other miscellaneous information in a single document and will be processed as a companion request to Ordinance No. 2017-11 (Article 5 of the Land Development Regulations). The intent of this manual is to comply with the proposed Article 5, which provides for the development review process of all Planning and Zoning applications.
The Development Review Manual will be an official document of the Village, as amended from time to time by the Village Council. The manual is intended to provide helpful and clear information, in a user-friendly format, to anyone applying for Planning and Zoning application. At this time, the manual is primarily related to the development review process. As the LDR re-write continues, additional information may be added to the manual and an amendment will be required.
EPC and PZAB both considered this item and unanimously recommended approval.
