ITEM:  AUTHORIZATION TO AWARD A CONTRACT TO MULTIPLE VENDORS FOR SUPPLY, DELIVERY AND INSTALLATION OF LANDSCAPE MATERIALS

 

REQUEST:  Authorization to award a contract to multiple vendors for supply, delivery and installation of native plants, aquatic plants, trees, shrubs and groundcover for various locations, Village-wide on an as-needed basis, in the amount of approximately $45,000.00 annually.

EXPLANATION:  The Public Works department purchases flowers, trees, vines, shrubs and groundcover to refurbish and maintain landscape areas Village-wide.

 

On December 1, 2017, the Village released Bid #022-17/ER Supply, Delivery and Installation of Landscape Materials, seeking qualified vendors to provide these services.  On December 21, 2017, the Village received four (4) proposals meeting the required specifications.  Staff requests authorization to award a Primary, Secondary and Tertiary vendor for various materials and services, as listed below:

Under Wellington’s Local Preference Policy, Alligator Landscaping qualifies as a “Palm Beach County” local vendor.  They provided pricing within 5% of the lowest bid of a non-local bidder and were afforded the opportunity to submit a best and final bid equal to or lower than the amount of the non-local bidder (Gardening Angel Nursery) for Native Plants “Deliver & Install”.  Alligator Landscaping subsequently proposed a best and final bid for this category lower than that of the lowest non-local bidder.

 

The secondary vendors will be utilized only in the event that the primary vendor cannot provide the required materials.  Tertiary vendors were selected for instances in where a local vendor option is not available for “Picked Up” materials; the department will evaluate unit pricing on a project by project basis and utilize the vendor that best meets their needs for “Picked Up” items.

 

Prices were solicited for 181 different items under different categories to allow for maximum purchase options based on the department’s needs.  The initial contract term is for two (2) years with the option to renew for two (2) additional one (1) year terms.  Contract unit pricing is to remain firm and fixed for the first year.  Price escalations may be allowed during the second year of the initial contract term.
