REQUEST: Authorization to negotiate a contract with Kimley Horn and Associates, Inc. to provide engineering and architectural services for Greenbriar Park and South Shore Park.

EXPLANATION: On December 18, 2017, the Village released RFQ# 025-17/ED, seeking qualified firms interested in providing engineering and architectural services for Greenbriar Park and South Shore Park. On January 18, 2018, the Village received five responsive, responsible proposals. After independently reviewing each responsive proposal, the selection committee met on January 25, 2018, and scored and ranked each as follows:

1. Engenuity Group, Inc.
2. Kimley Horn and Associates
3. Simmons and White
4. Mock Roos and Associates
5. Wantman Group

Pursuant to the Consultants Competitive Negotiations Act (CCNA) and based on the results of the initial scoring, the selection committee recommended conducting interviews with the top three ranked firms. On February 1, 2018, the committee conducted interviews with each of the three short listed firms and subsequently scored and ranked each firm as follows:

1. Kimley Horn and Associates, Inc.
2. Engenuity Group, Inc.
3. Simmons and White

Based on the results of the final scoring, the committee recommended negotiating a contract with the Kimley Horn and Associates, Inc., the highest ranked proposer.

Kimley Horn and Associates, Inc. has been the lead engineering firm on similar park projects in Jupiter, Delray Beach, and Boynton Beach and has had their Florida region headquarters located in Palm Beach County since the late 1960's.

If approved, once negotiations have concluded, award of any contract would require subsequent Council approval.
