ITEM: RESOLUTION NO. R2018-14 (COUNCIL PROCEDURES)
A RESOLUTION OF WELLINGTON, FLORIDA’S COUNCIL REVISING THE RULES OF PROCEDURES FOR ALL OFFICIAL MEETINGS OF COUNCIL TO EXPRESSLY APPLY THE PROCEDURES TO ALL BOARDS AND COMMITTEES, PROHIBIT REMOTE ATTENDANCE FOR QUASI-JUDICIAL HEARINGS, ADDRESS PUBLIC COMMENT FOR CONSENT ITEMS, INCLUDE AN ADDITIONAL TIME FOR PUBLIC FORUM, STREAMLINE PARLIAMENTARY RULES AND REORDER THE INVOCATION AND PLEDGE OF ALLEGIANCE; AND PROVIDING AN EFFECTIVE DATE.
REQUEST: Adoption of Resolution No. R2018-14 approving the revised Council Procedures.

EXPLANATION: The Legal Department is proposing to revise Council Procedures in an effort to provide more streamlined rules governing various Village meetings. The proposed revisions include: (1) an express statement that the procedures apply to all boards and committees as well as council; (2) a provision prohibiting remote attendance at quasi-judicial hearings; (3) clarification concerning public comment for consent items; (4) inclusion of a public forum at both the beginning and end of the meeting; (5) streamlined parliamentary rules governing debates and motions; and (6) placing the invocation before the Pledge of Allegiance
At the Council workshop on October 23, 2017, Council requested copies of previously adopted resolutions adopting council procedures. Copies were distributed to Council on October 24, 2017 and are attached here for review.
Also attached is a red-lined version to reflect changes to the current procedures.
