ITEM:  AUTHORIZATION TO AWARD A CONTRACT FOR PAVILION IMPROVEMENTS AT VILLAGE PARK  

 

REQUEST:  Authorization to award a contract to Creative Contracting Group for the Pavilion Improvements at Village Park in the amount of $44,000.00.

EXPLANATION:  The purpose of this project is to provide beautification improvements to the existing pavilions located within Village Park. Stone facades similar to those installed at the Community Center, will be applied to the existing steel columns of all four pavilions at Village Park. The project includes improvements to fifty-two (52) columns within all four (4) pavilions.

 

On January 22, 2018, Wellington released ITB #001-18/MM on Demandstar, seeking qualified firms to provide such services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington’s website. On February 14, 2018, seven (7) proposals were received.

The lowest responsive, responsible bidder was Best Build, LLC, a Palm Beach County local vendor, who submitted a bid price of $44,000.00. The next lowest responsive bidder was Creative Contracting Group, a Western Communities local vendor who provided a bid price of $45,980.00. One of the bidders (Alan Lawrence Construction) submitted an incomplete bid and was therefore deemed non-responsive.

 

Pursuant to Chapter 9 of the Village’s Purchasing Manual, if a Western Communities local business submits a price bid within 5% of a non-local or Palm Beach County local business submitting the lowest bid, the lowest Western Communities local business shall have the opportunity to submit a best and final bid equal to or lower than the low bid.

 

Creative Contracting Group qualified as a local Western Communities vendor and was within 5%, of the low bid. Pursuant to our Local Preference Policy, they were afforded the opportunity to submit a best and final bid equal to or lower than the price submitted by Best Build, LLC. Creative Contracting Group elected to submit a revised bid of $44,000.00, matching the price submitted by Best Build, LLC.

 

Staff is recommending award of contract to Creative Contracting Group, a Western Communities local vendor in the amount of $44,000.00.
