ITEM: AUTHORIZATION TO 1) AWARD A CONSTRUCTION CONTRACT FOR THE BIG BLUE TRACE AND BARBERRY DRIVE TURN LANE ADDITION AND CULVERT REPLACEMENT PROJECT; 2) AWARD A TASK ORDER TO PROVIDE CONSTRUCTION PHASE ENGINEERING SERVICES; AND 3) APPROVAL OF RESOLUTION NO. R2018-19 REALLOCATING CAPITAL PROJECT BUDGETS IN THE GAS TAX CAPITAL FUND AND THE GOVERNMENTAL CAPITAL FUND FOR FISCAL YEAR 2018 TO PROVIDE FUNDING FOR THE BIG BLUE TRACE & BARBERRY TURN LANE CAPITAL PROJECT
REQUEST: Authorization to:
1. Award a construction contract to Rio-Bak Corporation, for the following projects:
A. Big Blue Trace and Barberry Drive turn lane and drainage improvements.
B. Culvert replacement in the C-12 Canal under Big Blue Trace.
C. Traffic and Circulation Improvements on Big Blue Trace to provide better traffic movements in and around Wellington Elementary School.
2. Authorization to award a task order to Kimley Horn & Associates for permit support and construction phase engineering services.
3. Approval of Resolution No. R2018-19 reallocating current capital project budgets in the Gas Tax Capital Fund and the Governmental Capital Fund to the Big Blue Trace improvements enumerated above.

EXPLANATION: The Big Blue Trace and Barberry Drive turn lane project and culvert replacement project are funded in the FY 18 capital budget. The traffic and circulation improvements were not included in the CIP. All projects were included in a single bid package in order to receive the best possible pricing. Each component is a separate item and Council may award all, part or none of the projects.
In its entirety the proposed work includes road widening, turning lane construction, associated medians, milling, resurfacing, asphalt overbuild, maintenance of traffic (extensive), drainage, signage and striping. The project also includes the construction of a 72-inch diameter culvert replacement, head walls, associated earthwork, curbing, sidewalk improvements and wood fencing. The scope of work includes curbing, fencing, and pathway improvements in order to mitigate the traffic circulation issues associated with Wellington Elementary. The recommendation for the contractor is based on a sealed bid/low bid solicitation. On March 4, 2018, Wellington released ITB #010-18/DZ on Demandstar, seeking qualified firms to provide such construction services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington’s website. On April 4, 2018, four (4) proposals were received.

Staff is seeking authorization to:
(1) Award a construction contract to Rio-Bak Corporation, the lowest responsive, responsible bidder and a Western Communities local vendor, for the Big Blue Trace and Barberry Drive turn lane addition and culvert replacement project in the amount of $1,132,812.90.
(2) Award a task order to Kimley Horn & Associates, utilizing a previous Council approved engineering services contract (RFQ 001-15/ED) to provide construction phase engineering services at a cost of $55,015.00.
(3) Approval of Resolution No. R2018-19 reallocating capital project budgets currently in the Gas Tax Capital and the Governmental Capital Funds to the Big Blue Trace improvement project in one fund.

FISCAL IMPACT: In order to complete all of the proposed work, an additional $357,000 will be required for the project to bring the total project budget to $1,200,000. Resolution No. R2018-19 reallocates existing capital budgets into Big Blue/Barberry Turn Lane Construction Project resulting in no net fiscal impact. Additionally, the capital amendment allows for all components of the project to be funded in one project budget.

1. Award a construction contract to Rio-Bak Corporation, for the Big Blue Trace and Barberry Drive turn lane addition and culvert replacement project in the amount of $1,132,812.90;
2. Award a task order to Kimley Horn & Associates for permit support (after construction) and construction phase engineering services at a cost of $55,015.00; and
3. Approval of Resolution No. R2018-19 amending the Fiscal Year 2018 capital project allocations to provide a total of $1,200,000 for the Big Blue Trace & Barberry project, and approval for staff to make the necessary accounting entries associated with the capital amendment.
