REQUEST: Authorization to approve a task order to Hazen Sawyer, P.C. to provide engineering consulting services for a Reuse Master Plan at a cost of $148,610.00.

EXPLANATION: On August 8, 2017, Council awarded an engineering services contract (004-17/DZ) to multiple vendors. As a part of the solicitation, Hazen Sawyer, P.C. was selected as one of Wellington's engineering service providers. Staff is seeking authorization to utilize such contract with Hazen Sawyer, P.C. to provide engineering consulting services for a reuse master plan.

The Utility operates a 6.5 million gallon per day (MGD) at the Water Reclamation Facility off Pierson Road. This facility treats domestic waste from the Utility Service Area. All wastewater effluent is treated to Department of Environmental Protection's requirements for irrigation. The facility's DEP operating permit allows irrigation of golf courses, playgrounds, landscape areas, roadway medians and road right-of-ways. Irrigation of food crops is prohibited. Additionally, it permits discharge to the Peaceful Waters Wetlands Park. The permit also allows for the irrigation of Village Park, K-Park, Olympia Park, Tiger Shark Cove and the Community Park for a total of 1.11 MGD. Additionally, it allows for the irrigation of medians on Forest Hill from 441 to Wellington Trace, Greenview Shores from Wellington Trace to South Shore and South Shore Blvd from Forest Hill to Greenview Shores for a total of .15 MGD. All treated effluent not utilized for recharge of the wetland or irrigation, is disposed down the facility's deep injection well.
