REQUEST:  Authorization to approve a task order to Keshavarz & Associates, Inc. to provide engineering consulting services for the 2018 Neighborhood Reinvestment Program - Project 1: Sanitary Sewer System Rehabilitation at a cost of $270,502.00.

EXPLANATION:  On January 12, 2016, Council awarded an engineering services contract (011-15/ED) to multiple vendors. As part of the solicitation, Keshavarz & Associates, Inc. was selected as one of Wellington’s engineering service providers. Staff is seeking authorization to utilize such contract with Keshavarz & Associates, Inc. to provide engineering consulting services for the 2018 Neighborhood Reinvestment Program - Project 1: Sanitary Sewer System Rehabilitation.

 

The Utility recently completed a Water and Sewer Condition Assessment and Infrastructure Improvement Evaluation for areas in Sugar Pond Manor and the South East Lake Wellington Area (Assessments). The purpose of the Assessment was to determine the condition of the existing water and sewer systems, evaluate the needed repairs and replacements, prioritize the phasing of the work in the neighborhoods based on condition and provide an opinion of cost. The majority of the existing water systems evaluated are between 30 to 40 years old and were found to have been installed with class 160 PVC, which has marginal strength and durability and does not meet current day standards set forth by the American Water Works Association. The majority of the existing watermains and service lines within the study areas are being recommended for replacement. 

 

The existing sanitary sewer system evaluated was between 22 and 40 years old and was found to have been installed with varying material, some of which does not meet current standards. The existing sewer mains are in good condition in some areas and are demonstrating signs of potential failure in other areas. Sewer mains and laterals that are demonstrating signs of failure are being recommended for sewer lining. There are localized defects within the sewer mains that required spot/point repair.

 

The Assessment recommended a total of ten Neighborhood Reinvestment Projects valued at $24.3 million. These projects are included in the 10 Year Utility Capital Improvement Program and are programmed to occur over a ten year period. Project 1 includes sanitary sewer rehabilitation and spot repair in eight neighborhoods (Sugar Pond Sections 1, 2 & 3; Park Place; White Pine Drive; 12th Fairway; French Quarter; Sunset Point; Lakeshore Heights; and Channing Villas) along with one commercial parcel which includes Wellington Marketplace.

 

This Consultant Work Authorization, in the amount of $270,502, with Keshavarz and Associates provides for the design and bidding services for Project 1. Of this amount, $122,500 will provide for additional video survey of 410 sewer laterals by a third party who specializes in this work. The video survey is needed to complete the design. The opinion of construction is estimated at $1.9 million. Keshavarz is qualified to perform this design and is the Engineer of Record for the Assessments.

 

Staff recommends awarding a task order to Keshavarz & Associates, Inc. to provide engineering consulting services for the 2018 Neighborhood Reinvestment Program - Project 1: Sanitary Sewer System Rehabilitation at a cost of $270,502.00.
