EXPLANATION: The Utility has hired the Professional Engineering firm of Hazen and Sawyer to prepare a Master Plan for the Water Reclamation Facility on Pierson Road. A major component of the Master Plan includes structural inspections of all treatment structures. During the course of the inspections, Hazen and Sawyer identified a critical structural issue with Process Basin No. 3. There are three (3) process basins on the plant. These basins are extremely large concrete structures and are the second step in the wastewater treatment process. Basin 3 is approximately 200 feet long, 100 feet wide and 20 feet deep and holds approximately 3.0 million gallons of untreated effluent. Basin 3 was constructed in 2009. Due to the safety concerns, Hazen and Sawyer recommended taking Basin 3 out of service to avoid a complete failure of the basin wall. The Basin is currently out of service. Until such time as the repair is made, the plant has no treatment redundancy in case of an emergency. The repair design was completed by Hazen and Sawyer. Hazen and Sawyer is unable to determine the cause of the failure without a forensic analysis. A forensic analysis is not being recommended as it would add significant cost and time and may require destructive analysis which could further weaken the structure.
