REQUEST:   Authorization to utilize Martin County Contract #RFB2015-2813 with Wharton- Smith, Inc., as a basis for pricing, for the Process Basin No. 3 repairs at the Water Reclamation Facility in an amount not to exceed $225,000 and approval of Resolution No. R2018-22.

EXPLANATION: The Utility has hired the Professional Engineering firm of Hazen and Sawyer to prepare a Master Plan for the Water Reclamation Facility on Pierson Road. A major component of the Master Plan includes structural inspections of all treatment structures. During the course of the inspections, Hazen and Sawyer identified a critical structural issue with Process Basin No. 3. There are three (3) process basins on the plant. These basins are extremely large concrete structures and are the second step in the wastewater treatment process. Basin 3 is approximately 200 feet long, 100 feet wide and 20 feet deep and holds approximately 3.0 million gallons of untreated effluent. Basin 3 was constructed in 2009.  Due to the safety concerns, Hazen and Sawyer recommended taking Basin 3 out of service to avoid a complete failure of the basin wall. The Basin is currently out of service. Until such time as the repair is made, the plant has no treatment redundancy in case of an emergency. The repair design was completed by Hazen and Sawyer. Hazen and Sawyer is unable to determine the cause of the failure without a forensic analysis. A forensic analysis is not being recommended as it would add significant cost and time and may require destructive analysis which could further weaken the structure.  A copy of the plans, an aerial location map and a memorandum from Hazen and Sawyer summarizing their findings is attached to the Agenda Item.

 

Due the significance of the issue, in relationship to public safety and plant operations, staff desires to move forward with immediate repairs now utilizing a Martin County Water and Wastewater Treatment Plant Construction Contract (RFB2015-2813) with Wharton- Smith Inc, as the basis for pricing in an amount not to exceed $225,000.  Wharton Smith recently completed an emergency repair to the headworks at the Water Reclamation Facility under this contract and did an excellent job. Wharton Smith’s proposal conforms with the Engineer’s Opinion of Construction Cost. Funding for this project will come from Utility Reserves.

 

On September 1, 2015, Martin County awarded contract #RFB2015-2813 effective through September 1, 2018. The contract allows for two optional one-year renewals.

 

Staff recommends utilizing Martin County contract #RFB2015-2813, as a basis for pricing, with Wharton  Smith, Inc., for the Process Basin No. 3 repairs at the Water Reclamation Facility in an amount not to exceed $225,000, and approval of Resolution No. 2018-22, to provide funding.
