A RESOLUTION OF WELLINGTON, FLORIDA'S COUNCIL AUTHORIZING PAYMENT OF PER CAPITA MEMBER DUES TO THE PALM BEACH TRANSPORTATION PLANNING AGENCY COMMENCING IN FISCAL YEAR 2019 AND EVERY YEAR THEREAFTER, AND PROVIDING AN EFFECTIVE DATE.

 

(2) COUNCIL DISCUSSION OF THE INTERLOCAL AGREEMENT PROVIDING FOR ADMINISTRATIVE SERVICES TO PALM BEACH COUNTY TRANSPORTATION PLANNING AGENCY TO OPERATE AS AN INDEPENDENT AGENCY. 

 

REQUEST:  (1) Council consideration and approval of Resolution No. R2018-25 authorizing payment of per capita member dues to the Palm Beach Transportation Planning Agency commencing in FY 2019 and every year thereafter; and (2) Council discussion of the Interlocal Agreement providing for Administrative services to Palm Beach County Transportation Planning Agency to operate as an independent agency.

EXPLANATION:  A request was received from Nick Uhren, Executive Director, Palm Beach Transportation Planning Agenda (TPA), requesting that the Village support the following actions taken at the February 15th meeting of the TPA’s Board:

 

1.                     The TPA Board approved annual member dues for all TPA Local Governments to maximize the effectiveness of the TPA as a planning agency for all of Palm Beach County. The attached resolution authorizes payment of these dues, commencing in FY2019. The estimated annual dues for Wellington is $6,178 for FY2019.  All TPA local governments are being asked to place this resolution on their agendas.

 

2.                     The TPA Board directed Mr. Uhren to seek at least three (3) TPA local governments willing to provide Administrative Services to allow the TPA to operate as an independent agency.  Mr. Uhren provided the attached Interlocal Agreement which accomplishes that action. Approval of this Interlocal Agreement would obligate the Village of Wellington to provide the TPA with access to a Revolving Fund in an amount not to exceed $300,000 for a period of 5 years.  The TPA will compensate the local government for any and all staff costs incurred to provide access to these funds.  The TPA will also reimburse for all funds utilized upon the TPA’s receipt of grant reimbursement funds from their federal partners. Since the TPA is only requesting 3 to 4 TPA local governments to perform this action, Mr. Uhren asked that he is contacted prior to the Village taking any formal action.
