EXPLANATION: On August 8, 2017, Council awarded an engineering services contract (004-17/DZ) to multiple vendors. As part of the solicitation, Hazen and Sawyer, P.C. was selected as one of Wellington's engineering service providers. Staff is seeking authorization to utilize such contract with Hazen and Sawyer, P.C., to provide engineering consulting services for Peaceful Waters Sanctuary Master Plan.

The Village Utility owns and operates the Peaceful Water Sanctuary. Peaceful Waters was constructed approximately ten (10) years ago, primarily as a reuse effluent disposal mechanism. Secondary benefits include a wildlife habit for public recreation along with an alternative groundwater supply that aids in recharging the surficial aquifer. The sanctuary is enjoyed by the public and includes a boardwalk, walking trails and supports a variety of animal and plant species native to South Florida. A permit from the Department of Environmental Protection (Permit Number FLA042595) specifies the requirements for operating and maintaining this system. DEP Regulations require that reuse wetlands be restored and enhanced to continue to function as designed and that the wetlands creation attributes of the system remain applicable. Over time, nutrients have deposited which are preventing the system from operating as intended, have inhibited healthy vegetation growth and have encouraged evasive plant life to flourish. This Master Plan will provide for an Ecological Assessment, a Hydraulic and Nutrient Loading Assessment and the development of a Master Plan.
