REQUEST:  Authorization to utilize Seminole County term contract IFB-602347-15/GCM, with Hydromax USA, LLC, as a basis for pricing, for valve maintenance services, in the amount of $168,000.

EXPLANATION:  The Utility Department’s water distribution system is comprised of a system of pipes and valves that deliver treated potable water to its residential and commercial customers. The system includes approximately 25,000 isolation valves that assist the Department in maintaining water quality and with outage management.  Of these, approximately 4,000 range in size from 4” to 16” and are critical to system operations. The American Water Works Association (AWWA) recommends that all water utilities initiate a valve exercise program that ensures all critical valves to be inspected and operated on a regular basis.  This year, the Utility Department launched a comprehensive maintenance program to locate, identify, clean and exercise these valves and fix those in need of repair. This program is designed to provide excellent service to our customers by optimizing water distribution system performance and reliability, minimize delivery costs, control water loss and enhance water quality. Due to the scope of this extensive program, along with the fact that Utility Staff have numerous other responsibilities, assistance from an outside firm to complete the project is necessary. Hydromax USA is a professional services firm specializing in data collection in support of locating and assessing the condition of the Country’s aging water and wastewater conveyance systems. Under the scope of work for this project Hydromax will locate, exercise and document the condition of approximately 4,000 valves. Hydromax recently completed a hydrant maintenance program for the Utility and did so successfully. This fee does not include repairs of any valves found to be damaged or inoperable.

 

On November 23, 2015, Seminole County, Florida awarded term contract IFB-602347-15/GCM to Hydromax USA, LLC. The term contract was awarded for a period of 36 months, effective through November 22, 2018 with two (2) one-year renewal options at the sole discretion of Seminole County. In order to ensure the most competitive pricing, staff compared pricing with Palm Beach County and found the Seminole County contract with Hydromax, USA LLC, provided superior pricing.

 

Staff is requesting authorization to utilize the Seminole County contract with Hydromax USA, LLC, as a basis for pricing, for valve maintenance services, in the amount of $168,000.
