ITEM:  AUTHORIZATION TO UTILIZE LAW ENFORCEMENT TRUST FUND MONIES FOR THE PURCHASE AND INSTALLATION OF AUTOMATED LICENSE PLATE READER (ALPR) CAMERAS AT VARIOUS LOCATIONS THROUGHOUT THE VILLAGE

REQUEST:  Authorization to utilize Law Enforcement Trust Fund (LETF) monies for the purchase and installation of automated license plate reader (ALPR) cameras at various locations throughout the Village.

…body

EXPLANATION:  Palm Beach County Sheriff’s Office District 8 is seeking authorization to utilize Law Enforcement Trust Funds (LETF) for the purchase and installation of automated license plate reader (ALPR) cameras to be installed at targeted locations throughout the Village (aerial map showing locations attached).  Unlike other types of surveillance cameras, ALPR cameras only capture license plate information.  Data is then sent to a national database (LEARN) which can be queried by law enforcement.  The system can also send alerts to officers in real time in the event a plate image is captured that has been reported stolen or flagged in a crime.

The Village currently has $354,164.66 in available LETF monies.  In order to utilize the funds for the purchase and install of the license plate reader cameras, Florida Statute requires prior Council approval.

The procurement for the purchase and installation of the cameras, including any required budget amendments is scheduled to be presented to Council, for approval, at the August 14, 2018 meeting.
