REQUEST:  Authorization to negotiate a contract with Colome and Associates, Inc.,   to provide architectural design services for the Water Treatment Plant Warehouse, generator storage, field services building modifications, and miscellaneous site improvements project.

EXPLANATION:  On January 29, 2018, the Village released RFQ# 003-18/ED seeking qualified architectural firms to design the Water Treatment Plant Warehouse, generator storage, field services building modifications and miscellaneous site improvements project. 

 

These facilities are collocated on the Water Treatment Plant Site located at 1100 Wellington Trace. The scope of work includes space planning, design, permitting and construction coordination for the various project components as summarized below:

 

                     A new warehouse will serve the material storage needs for the entire utility and will allow for more efficient asset tracking, and improved purchasing power through consolidation.

                     A new generator storage building will be constructed to house the Utility’s portable generators currently utilized for lift stations and raw water supply wells during power outages. The facility shall accommodate approximately 55 generators, allowing for improved maintenance and additional protection from the elements, extending the life cycle of the generators. 

                     The existing Field Services Building, which currently has three (3) offices, a breakroom and a small warehouse/shop, will be repurposed to meet current and future space planning needs for the utility’s administration, engineering, technology services and field services divisions. This repurposed facility will significantly improve workflow efficiency, communications and will serve as the primary Utility Emergency Operations Center during activations. 

                     Main entrance ingress and egress improvements, site security upgrades, site circulation improvements and landscaping, may also be included as part of the scope.

 

The project will be constructed utilizing a Construction Management at Risk (CMAR) delivery method. The Architectural team will be required to coordinate with the CMAR contractor during the entire planning, design and construction phases.

 

On February 28, 2018, we received eight (8) responsive proposals for RFQ# 013-18/ED.  On March 22, 2018, the selection committee scored and ranked each proposal as summarized below:

3.                     Song and Associates

4.                     Robling Architecture

5.                     Alexis Knight Architects

6.                     KMF Architects

7.                     Bentley Architects

8.                     SOL Architects

 

The selection committee short-listed the three highest ranked firms for interviews and presentations. On March 30, 2018, one of the short listed firms (Song and Associates) withdrew from consideration. On April 5, 2018, the selection committee conducted interview/presentation sessions with the two remaining short listed firms, and subsequently re-scored and re-ranked each as follows:

 

1.                     Colome & Associates

2.                     REG Architects

 

Based on the results of the scoring, the selection committee recommended contract negotiations with the highest ranked firm, Colome & Associates.

 

Staff is seeking authorization to negotiate a contract with Colome & Associates to provide architectural design services for the Water Treatment Plant Warehouse, generator storage, field services building modifications, and miscellaneous site improvements project.

 

Any negotiated contract would require prior Council approval before award.
