EXPLANATION: As a result of Hurricane Irma, Pump Station 3 sustained erosion of its canal bank and displacement of riprap upstream and downstream. Staff contacted the Natural Resources Conservation Service (NRCS) and requested funding through the Emergency Watershed Protection Program (EWP). The Emergency Watershed Protection Program was established by Congress to respond to emergencies created by natural disasters and is designed to relieve imminent hazards to life and property caused by floods, fires, windstorms, and other natural occurrences. The United States Department of Agriculture's Natural Resources Conservation Service is responsible for administering the program. NRCS has awarded the Village $210,424.30 in grant funding, for restoration of the canal bank located at Pump Station 3.
Staff is seeking authorization to:
1) Utilize an annual public works contract (007-15/DZ), previously approved by Council on July 14, 2015, with Murray Logan Construction, Inc. to restore the canal bank located at Pump Station 3 (plans attached) at an estimated cost of $155,717.78. The contract was subsequently renewed in July 2018, effective through July 14, 2019.
2) Approval of Resolution No. R2018-40, amending the fiscal year 2017-2018 capital fund budget required to secure funds from the U.S. Department of Agriculture Natural Resources Conservation Service, in the amount of $210,424; and providing an effective date.
In addition to the $155,717.78 required to restore the canal bank, the Village will utilize the remaining $54,707 of grant funds, to offset engineering costs, contract administration and any staff time required to complete the project.
Staff recommends utilizing an annual public works contract to restore the canal bank at Pump Station 3 at an estimated cost of $155,717.78, and approval of Resolution No. R2018-40 to amend the 2017-2018 capital fund budget in the amount of $210,424.
