REQUEST: Authorization to award work authorization No. 2, to Kimley Horn and Associates, Inc., to provide engineering and architectural services for Greenbriar Park in the amount of $408,552.50.

EXPLANATION: On December 18, 2017, the Village released RFQ# 025-17/ED seeking qualified firms interested in providing engineering and architectural services for Greenbriar Park and South Shore Park.

On February 13, 2018, the Village Council authorized staff to negotiate a contract with Kimley Horn and Associates, Inc., to provide engineering and architectural services for Greenbriar Park and South Shore Park.

On February 27, 2018, the Village Council awarded a contract (work authorization No. 1), to Kimley Horn and Associates, Inc., to provide conceptual and planning engineering/architectural services for Greenbriar Park and South Shore Park in the amount of $159,000. Preliminary concepts for both parks were presented to staff in April 2018. In order to more efficiently allocate resources to provide the maximum impact of park improvements, staff directed the consultant to focus on one park - Greenbriar Park, as the first project. Staff is accordingly proposing to reallocate funding originally identified for both parks for Greenbriar Park only. The conceptual site plan for Greenbriar Park has been completed (attached) while the South Shore Park conceptual site plan has been separated into a future project phase.

The scope of work authorization No. 2, includes design, permitting and bidding services for Greenbriar Park, in the amount of $408,552.50 (attached).

Staff recommends awarding work authorization No. 2, to Kimley Horn and Associates, Inc., to provide design, permitting, bidding services for Greenbriar Park, in the amount of $408,552.50.
