REQUEST: Authorization to award a contract to Southwest Engineers for the supply and delivery of liquid dispersion polymer in the amount of approximately $75,000 annually.

EXPLANATION: One of the end products of the Water Reclamation Facility is biosolids (sludge). Liquid dispersion polymer helps to thicken and remove water from the biosolids, prior to the biosolids drying unit, for final processing. The end product is Class AA biosolids, the highest quality biosolids achievable, which is readily sold and used as fertilizer.

On May 4, 2018, the Village released Bid #017-18/ER seeking qualified vendors for the supply and delivery of liquid dispersion polymer. To allow for competition, manufacturers and suppliers were permitted to submit an "equal" polymer product, provided it met the Village's needs. On May 24, 2018, the Village received five (5) proposals:

Pursuant to the bid requirements, proposed "equal" polymers must be tested at Wellington's Water Reclamation Facility, prior to acceptance as an "equal" product. After testing the proposed product from Polydyne, Inc. and Solenis, LLC, both firms were deemed non-responsive for failure to meet the performance requirements of an "equal" product (summary attached).

Staff recommends awarding a contract to Southwest Engineers, the lowest responsive and responsible bidder, whose polymer meets the performance requirements, at a cost of $1.79 per pound.
