REQUEST: Approval of a Local Agency Program Agreement with the Florida Department of Transportation for the Binks Point Pedestrian Bridge.

EXPLANATION: The Binks Point Pedestrian Bridge Project is located approximately 2,000 feet south of Southern Boulevard from Flying Cow Ranch Road to approximately 1,100 feet west of Binks Forest Drive. The project includes a pedestrian bridge traversing the C-1 canal, a crosswalk traversing Flying Cow Ranch Road and 300 feet of an 8-foot wide asphalt multiuse pathway. The project connects to an existing pathway previously constructed on Flying Cow Ranch Road in 2015, and completes the missing link from Binks Forest Drive to Flying Cow Ranch Road. A condensed version of the project plans are provided as Exhibit A.

In 2016, the Binks Forest Pedestrian Bridge Project received favorable consideration by the Florida Department of Transportation (FDOT) for inclusion in its Local Agency Program (LAP) list of projects eligible for reimbursement. Wellington has completed the design, permitting and LAP certification process for the project and now must enter into the Local Agency Program Agreement (attached as part of R2018-46) in order to move forward with the construction of the project. If Council approves the agreement, staff will move forward with the construction contract procurement process and begin construction sometime in early to middle summer 2019.

The funds for this project will come from the 2018 Road Impact Fee Reserves. The total estimated cost is $715,174. Of this amount, FDOT's contribution will be $371,538 and Wellington's contribution will be $343,636. This project will be competitively procured and evaluated for cost savings.
