ITEM: AUTHORIZATION TO AWARD CONTRACTS TO PROVIDE LANDSCAPE MAINTENANCE SERVICES FOR FACILITIES, PRIMARY ROADS, UTILITY SITES, CANALS AND EQUESTRIAN TRAILS

EXPLANATION: The Public Works and Utilities Departments currently contract with Gardenscapes of the Palm Beaches and Wellington Professional Lawn Care to provide landscape maintenance services for facilities, primary roads, utility sites, canals and equestrian trails. The current contracts expire September 2018. Wellington is currently paying $684,808.02 for these services.
On July 22, 2018, Wellington released ITB #021-18/DZ on Demandstar, seeking qualified firms to provide such services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington’s website. On August 22, 2018, three (3) proposals were received as summarized below:

In order to ensure prospective bidders were qualified to perform the required services, the solicitation included the following minimum requirements to be provided by each proposer: current equipment list, references, and number of employees and titles to perform the contract. In addition, proposers must have been in business a minimum of ten years. All of the proposers met the minimum requirements of the solicitation.
The lowest, responsive, responsible bidder to maintain facilities and utility sites was Gardenscapes of the Palm Beaches and the lowest, responsive, responsible bidder to maintain primary roadways, canals and equestrian trails was Wellington Pro Lawn.
The term of each contract is for three (3) years, commencing October 1, 2018 and by mutual agreement can be renewed for two (2) additional one (1) year periods.
Staff recommends awarding contracts to Gardenscapes of the Palm Beaches to provide landscape maintenance services for facilities and utility sites and Wellington Pro Lawn to maintain primary roadways, canals and equestrian trails, at a total annual cost of $740,232, an increase of approximately $55,000 annually from the existing agreements.
