ITEM: ORDINANCE NO. 2018-09 (FY 2018/2019 ANNUAL CAPITAL IMPROVEMENT ELEMENT UPDATE OF WELLINGTON’S COMPREHENSIVE PLAN)
AN ORDINANCE OF WELLINGTON, FLORIDA’S COUNCIL, UPDATING THE WELLINGTON COMPREHENSIVE PLAN BY INCORPORATING THE ANNUAL REVIEW AND REVISIONS TO THE CAPITAL IMPROVEMENTS ELEMENT TO REFLECT THE 2018/2019 THROUGH 2023/2024 FIVE YEAR CAPITAL IMPROVEMENT PLAN FOR LEVEL OF SERVICE PROJECTS; AND UPDATING THE SCHOOL DISTRICT OF PALM BEACH COUNTY CAPITAL IMPROVEMENT SCHEDULE; PROVIDING FOR CONFLICT AND SEVERABILITY; AUTHORIZING THE MANAGER TO UPDATE THE COMPREHENSIVE PLAN; AND PROVIDING FOR AN EFFECTIVE DATE.
REQUEST: Approval on First Reading Ordinance No. 2018-09 updating the Capital Improvement Element (CIE) Schedule for Level of Service Improvements for Fiscal Years 2018/2019 to 2023/2024 (Table CIE 1) and the School District of Palm Beach County Capital Improvement Schedule (Table CIE 2) located in the Capital Improvement Element of Wellington's Comprehensive Plan.

EXPLANATION: Pursuant to Section 163.3177(3)(b) of Florida Statutes, local governments are required to undertake an annual review of the Capital Improvement Element to update the Five-Year Capital Improvement Plan (CIP) for Level of Service (LOS) projects. The update to the schedule is not considered an amendment to the Comprehensive Plan. Staff has conducted the review, and is proposing to remove Table CIE 1 in its entirety and replace it with a new table with the following LOS projects:
• Expansion of Reuse Water Distribution;
• ACME 10 Year Flood Mitigation Program to improve conveyance and drainage on roadways;
• Turn Lanes and Traffic Engineering on Big Blue Trace and Barberry Drive;
• Neighborhood Trail Programs to complete improvements on the Brown Trail, the Bink’s Pointe multi-use pathway, the White Trail and the Yellow Trail;
• Village Park Field Improvements to fields 6, 7, and 21;
• Expansion and improvement of Public Works Maintenance Facilities;
• Construct a linear park in Folkestone/Yarmouth and install defensive measures landscaping throughout transitional neighborhoods;
• Add multipurpose fields and open space play areas to Greenbriar Park;
• Construct general utility service improvements;
• Install pier and park amenities at Dorchester Park and Essex Park;
• Develop amenities to increase usage of waterfront area around Lake Wellington; and
• Renewal and replacement of elevated nature boardwalk at Peaceful Waters Wetland.
In addition, Table CIE 2 - School District of Palm Beach County Capital Improvement Schedule has been amended and is hereby adopted by reference as permitted by F.S. 163.3177(3)(b).
The CIE update will follow the same public hearing timeline as the budget adoption: September 11, 2018 is the first reading and September 25, 2018 is the second reading. If any of the above projects are not approved by Council as part of the CIP budget, they will be removed from the table.
