REQUEST:  Authorization to approve a task order to Hillers Electrical Engineering, Inc., to provide engineering consulting services for the TROPOS Telemetry System Replacement - Phase 2 System Reconfiguration Study in the amount of $64,487.00.

EXPLANATION:  On August 8, 2017, Council awarded an engineering services contract (004-17/DZ) to multiple vendors. As part of the solicitation, Hillers Electrical Engineering, Inc. was selected as one of the Village’s engineering service providers. Staff is seeking authorization to utilize such contract with Hillers Electrical Engineering, Inc. to provide electrical engineering consulting services for TROPOS Telemetry System Replacement Reconfiguration Study.

 

The Utility Department utilizes a remote telemetry system to control and acquire data from process equipment at remote locations throughout the Village and transmit this data to the plant control rooms. The system is also utilized to monitor the Village’s stormwater pumping stations. The Village is in the process of replacing this system as the existing equipment is no longer supported by the manufacturer and has exceeded its useful life. The replacement project consists of two (2) phases. Phase I, replacement of the backhaul radio units, is complete. Phase II, replacement of approximately 300 mesh routers, is in the design phase. During the design phase, several significant issues have caused the need to reevaluate the system configuration. Approximately half of the units are co-located on poles owned and maintained by Florida Power and Light (FPL). The redesign of the units by the manufacturer caused FPL to reevaluate the installation on their poles for wind loading and resiliency during high wind events. FPL has determined that it is no longer acceptable to deploy the Village’s mesh router system on existing FPL infrastructure and has instructed the Village to remove these units from their facilities. To address the stipulation from FPL, and maintain a robust communication network, a System Re-configuration Study is required. The study is anticipated to be completed within six months of approval. Due to the critical nature of this communication system, this project is a priority for the Utility and is included in the approved FY 2018 Utility Capital Improvement Plan.

 

Staff recommends awarding a task order to Hillers Electrical Engineering, Inc. to provide engineering consulting services for the TROPOS Telemetry System Replacement - Phase 2 System Reconfiguration Study at a cost of $64,487.
