EXPLANATION: On January 29, 2018, the Village released RFQ# 003-18/ED seeking qualified architectural firms to design the Water Treatment Plant Warehouse, generator storage, field services building modifications and miscellaneous site improvements project.
The selection committee for the above referenced RFQ selected Colome and Associates, Inc. as the highest ranked proposer and ultimately recommended negotiations with the firm.
On August 14, 2018, the Village Council authorized staff to negotiate a contract with Colome and Associates, Inc. to provide architectural and engineering design services for the Water Treatment Plant warehouse, generator storage, field services building modifications, and miscellaneous site improvements project.
The overall scope of services of this authorization includes:
• Site feasibility analysis
• Architectural conceptual design drawings (Generator storage and new warehouse)
• Concepts for operational support facilities for Field Services
• Concepts for support facilities for Utility Administration, Utility Engineering and Inspection and Technology Services
• Incorporation of flexible space for Emergency Activations
• Site Circulation Study for proposed improvements and enhancement to the entry to the facility
• Evaluation of site security improvements along Wellington Trace
• Architectural enhancements to all sides of the existing High Service Pump Building
• Evaluation/feasibility of reprogramming the existing Field Service Building to meet some of the needs described
• Preliminary evaluation of the Planning and Zoning requirements relative to set back requirements, existing underground utilities and existing plant operations
We have negotiated the terms and pricing of an agreement (see attached) in the amount of $37,410.00. Scope and fee for subsequent task orders for additional design, bid phase, and construction phase services will be presented to Council for consideration and approval as we approach the specific phase of the project.
Staff recommends awarding a contract to Colome and Associates, Inc., in the amount of $37,410.00, to provide architectural and engineering design services for the Water Treatment Plant warehouse, generator storage, field services building modifications, and miscellaneous site improvements project.
