EXPLANATION: On January 12, 2016, Council awarded an engineering services contract (011-15/ED) to multiple vendors. As part of the solicitation, Mock Roos & Associates, Inc. was selected as one of Wellington's engineering service providers. Staff is seeking authorization to utilize such contract with Mock, Roos and Associates, Inc. to provide engineering consulting services for South Shore Forcemain Replacement Phase I project, including engineering and permitting.

The Utility owns and operates a wastewater forcemain system that includes approximately sixty (60) miles of pipe and 106 lift stations. This pressurized system delivers domestic waste to the Water Reclamation Facility for treatment. The forcemain backbone is located on South Shore Boulevard. This system was constructed in the early 1980's and includes PVC Class 160 pipe, which is inferior to typical construction materials used today. The pipeline is reaching forty (40) years of age and is nearing its useful life. Accordingly, the forcemain has been prioritized for replacement due to its age and the fact that it was constructed utilizing substandard material. Replacement of the pipeline will also provide operational redundancy in the system and will be designed to meet future growth. The existing forcemain is located on the north side of South Shore Boulevard. A forcemain routing study was conducted to review existing as-builts, evaluate the road right of way for replacement locations, evaluate methods of construction and prepare a preliminary opinion of construction cost.
