EXPLANATION: The Utility Department owns, operates and maintains eighteen (18) surficial aquifer wells that provide raw water to the lime and reverse osmosis plants. The Utility's Hydrogeologic Consultant, JLA Geosciences, prepared a report in August of 2017 recommending redevelopment of various wells to optimize performance and extend their life cycle. All of the wells were drilled between 20 and 30 years ago. Proactive well rehabilitation is critical to maintaining adequate raw water quality and quantity to the water treatment plants.

On September 26, 2017, Council approved Phase I of the Wellfield Rehabilitation project, which is now nearing completion. A total of four (4) wells were rehabilitated with three (3) wells seeing an improvement in performance. Staff is seeking authorization to award task orders for Phase II of the Wellfield Rehabilitation project. Phase II will focus on the rehabilitation of three (3) wells, including R2, R3 and R9, that supply the reverse osmosis plant. Phase II is included in the Council approved Utility 2019 Capital Improvement Plan.
