EXPLANATION:  On January 12, 2016, Council awarded an engineering services contract (011-15/ED) to multiple vendors. As part of the solicitation, Keshavarz and Associates, Inc. was selected as one of the Village’s engineering service providers. Staff is seeking authorization to utilize such contract with Keshavarz and Associates, Inc. to provide engineering consulting services to update the Utility Water System GIS Database.

The Utility’s water distribution system includes a series of pipes and valves that deliver high quality drinking water to Utility customers. Included in this system are over 310 miles of pipe, approximately 5,000 valves and 2,250 fire hydrants. The Water System GIS Database is critical to the Utility Engineering and Field Services Operations. The Engineering and Regulatory Compliance Divisions use this database to run hydraulic models to evaluate distribution system water quality, fire flow requirements, review developer plans and plan improvements to meet system growth. The Utility Field Services Division uses this database as an asset management tool to locate and capture third party locate requests, and more importantly to properly manage watermain breaks, to minimize outages and protect public health.

The Utility has been proactively conducting neighborhood condition assessments and maintenance of all fire hydrants and water system valves. The information collected during these efforts will be integrated in the Utility Water System GIS Database. The Consultant will also develop an Outage Management Tool that will allow field crews to quickly identify the valves that need to be isolated and identify any affected customers. This tool will help minimize outage times, thereby minimizing contamination of the distribution system and customers affected by Boil Water Notifications. The consultant anticipates that the work will be complete within three months after a notice to proceed is issued.

Staff recommends awarding a task order to Keshavarz and Associates, Inc. to provide engineering consulting services to update the Utility Water System GIS Database, at a cost of $99,680.00.
