ITEM: AUTHORIZATION TO UTILIZE AN EXISTING PUBLIC WORKS CONTRACT FOR THE FOREST HILL BOULEVARD/C-8 CANAL DRAINAGE IMPROVEMENT PROJECT

EXPLANATION: The storm pipes under Forest Hill Boulevard are in below average to poor condition. The Engineering Department has reviewed several options with the assistance of our consultant, Mock Roos, and have determined the best alternative is to "slip line" the existing pipes. The slip lining project will extend the useable life of the pipes approximately 50 to 75 years and can be completed with minimal traffic impact on Forest Hill Boulevard. The project is part of the Acme capital improvement plan, provides for the long term operation and maintenance of the Acme surface water management system.
On March 10, 2015, Council approved Public Works Annual Drainage Infrastructure, Inspection, Cleaning and Repair Contract (#003-15/DZ) with Shenandoah General Construction Company. The initial term of the contract was for three (3) years, with two (2) one (1) year renewal options. The contract was subsequently renewed in January 2018, effective through March 24, 2019.
Staff is seeking authorization to utilize Shenandoah General Construction Company, under their existing approved contract for the Forest Hill Boulevard/C-8 Canal Drainage Improvement Project at a cost of $112,387.50. Due to the possibility of unforeseen conditions, the Engineering Department recommends a contingency of approximately 20% ($22,477.50). The total project cost for the Forest Hill Boulevard conflict structure including contingency is not to exceed $134,865.00.
