ITEM:  AUTHORIZATION TO RENEW AN EXISTING CONTRACT WITH WESTERN COMMUNITIES TRANSPORTATION, INC. TO PROVIDE SENIOR TRANSPORTATION PROGRAM SERVICES

 

REQUEST:  Authorization to renew an existing contract with Western Communities Transportation, Inc. to provide senior transportation program services, in the amount of approximately $80,000 annually.

EXPLANATION:  On August 12, 2014, Council awarded contract #022-14/JWV to Western Communities Transportation, Inc., a Western Community local vendor, for senior transportation program services. The initial term of the agreement was for two (2) years, with three (3) additional one-year renewal options. Staff requests authorization to exercise the final renewal option through December 30, 2019, with no price increases. 

 

The program consists of eight (8) free one-way trips, for each eligible senior over the age of 62, provided monthly, to destinations such as medical facilities, food markets, and religious institutions, within the municipal boundaries of Wellington, Palms West Medical Center and U.S. Route 441 from Lake Worth Road to Southern Boulevard.  The total cost per one-way trip is $20.00 ($16.00 paid by Wellington and $4.00 paid by CDBG funds).

 

Prior year expenditures were approximately $70,000 (3,500 rides at $20.00 each), plus an additional $5,000 the Village pays for a tracking software to manage the program. The total cost of the program over the past year is approximately $75,000.

 

In order to ensure competitive pricing, staff performed an analysis utilizing UBER or LYFT to provide these services.  While the cost to transport passengers was significantly lower utilizing either service (UBER/LYFT), the cost to manage the program is significantly higher, and the level of service is dramatically reduced. Therefore, staff recommends renewing the existing contract with Western Communities Transportation, Inc. to provide the Village with senior transportation services, for one additional year, through December 30, 2019, in the amount of approximately $80,000.

 

Western Communities Transportation, Inc. has provided superior service to the Village since the program’s inception.
