ITEM: AUTHORIZATION TO UTILIZE A CONSULTANT TO PROVIDE ADDITIONAL GIS SUPPORT, DEVELOPMENT AND INTEGRATION
REQUEST: Authorization to utilize Flipside Geographics, LLC, to provide additional GIS support, development and integration, at a cost not to exceed $60,000.00 for fiscal year 2019.

EXPLANATION: The Village currently utilizes Flipside Geographics, LLC, to provide GIS support as needed. Due to a steady Village wide growth of GIS to meet departmental needs, and the requirement to integrate GIS data into new ERP system (Tyler Technologies), Staff is seeking authorization to use Flipside Geographics, LLC, for ArcGis server and portal implementation, SQL server database enhancements, GIS development and scripting, as well as ERP/GIS integration.
Flipside Geographics, LLC, has extensive knowledge of the Village’s GIS system, working directly with Village staff and the current ESRI software since 2015. Pursuant to the Village’s Purchasing Manual, services involving special skill, ability, training or expertise are exempt from competition; however, since the expenditure exceeds $25,000 annually, Council approval is required.
Staff recommends renewing the existing agreement utilizing the services of Flipside Geographics, LLC, at a cost not to exceed $60,000 for fiscal year 2019.
