EXPLANATION:   The Binks Pointe Pathway project is located approximately 2,000 feet south of Southern Boulevard from Flying Cow Ranch Road to approximately 1,100 feet west of Binks Forest Drive. The project includes a pedestrian bridge traversing the C-1 canal, a crosswalk traversing Flying Cow Ranch Road and 300 feet of an 8-foot wide asphalt multiuse pathway. The project connects to an existing pathway previously constructed on Flying Cow Ranch Road in 2015, and completes the missing link from Binks Forest Drive to Flying Cow Ranch Road.  The project limits and scope are detailed in the attached plan set.

 

In 2016, the Binks Pointe Pathway project received favorable consideration by the Florida Department of Transportation (FDOT) for inclusion in its Local Agency Program (LAP) list of projects eligible for reimbursement. Construction is expected to begin in January 2019. The funds for this project will come from the 2018 Road Impact Fee Reserves. FDOT’s contribution will be $424,568.00 and Wellington’s contribution will be $286,007.50.

 

On September 30, 2018, Wellington released ITB 026-18/DZ on Demandstar, seeking qualified firms to provide such services. The solicitation was also advertised in the Palm Beach Post and posted on Wellington’s website. On November 7, 2018, six (6) proposals were received.

Staff is seeking authorization to:

 

1) Award a contract to Ferreira Construction Southern Division Co., Inc., Group, for the Binks Pointe Pathway project in the amount of $710,575.50

 

2) Approval of Resolution No. R2019-01 amending the fiscal year 2018-2019 road impact fund budget and the governmental capital fund budget to assign funds for the Binks Pointe Pathway project; in the amount of $286,008 and providing an effective date.

 

Staff recommends awarding a contract to Ferreira Construction Southern Division Co., Inc., Group, the lowest responsive, responsible bidder for the for the Binks Pointe Pathway project, in the amount of $710,575.50, and approval of Resolution No. R2019-01 to amend the 2018-2019 road impact fund in the amount of $286,008.
