REQUEST: Authorization to renew an existing contract with Process Control Consultants, Inc. to provide utility process control systems maintenance & modification, in an amount not to exceed $90,000 annually.

EXPLANATION: The Utilities Department utilizes a Supervisory Control and Data Acquisition system (SCADA) to operate, monitor, and manage the raw water supply wells, the water treatment plant, remote water booster stations, sanitary lift stations, the water reclamation facility and the reuse distribution system. The SCADA system monitors, gathers and processes real time data and directly interacts with devices such as sensors, valves, pumps and motors. The SCADA system is crucial to maintain efficiency, process data for decision-making and communicate system issues to minimize downtime.

On November 11, 2014, Council awarded ITB #027-14/JWV to Process Control Consultants, Inc., a Western Community local vendor, to provide utility process control systems maintenance & modification. The Utility Department is seeking authorization to renew the existing contract with Process Control Consultants, Inc. with no price increases.

The Utility Department prefers to have multiple firms under contract, to perform these services. Therefore, the Village intends to revise the contract specifications and release a new solicitation within the next few months. The new solicitation will replace this contract and utilize the same expenditure account.

In order to ensure the best pricing, staff researched a Loxahatchee River Environmental Control District (LRECD) contract and found that LRECD also utilizes Process Control Consultants, Inc. for utility process control systems maintenance with the same hourly rate as the Village.
