EXPLANATION: On August 8, 2017, Council awarded an engineering services contract (004- 17/DZ) to multiple vendors. As part of the solicitation, Hillers Electrical Engineering, Inc. was selected as one of the Village's engineering service providers. Staff is seeking authorization to utilize such contract with Hillers Electrical Engineering, Inc. to provide engineering consulting services for the Water Reclamation Facility lighting and lightning protection upgrade design.

The Water Reclamation Facility (WRF) consists of process, administration and maintenance buildings and structures on the plant site. Energy efficiency and power cost savings along with lightning protection are equally important as well as process treatment and operational efficiency. Technology improvements related to exterior lighting systems have resulted in improved watt/lumen ratios through the implementation of LED type fixtures. Currently, only half of the structures on the plant site have adequate lightning protection.

This project includes the design work to implement energy saving LED lighting fixtures on the exterior of the plant to reduce energy costs and improve overall efficacy of the plant exterior lighting systems. The design will also include additional lightning protection systems to ensure the entire facility is adequately protected from lightning. A lightning risk assessment was performed based on National Fire Protection Association Standards. This assessment established the locations requiring additional lightning protection.
