ITEM: COUNCIL DIRECTION ON (1) LOCATION OF THE APPROVED MULTI-PURPOSE FIELDS; (2) RECONSTRUCTION OR RELOCATION OF THE COMPETITION POOL; PENDING DIRECTION, (3) AUTHORIZATION TO AWARD TASK ORDERS FOR ENGINEERING/ARCHITECTURAL AND CONSTRUCTION MANAGER AT RISK SERVICES, FOR THE PROJECT
REQUEST: Staff is seeking Council direction on (1) location of the approved multi-purpose fields; (2) reconstruction or relocation of the competition pool; and pending direction, (3) authorization to award conceptual design phase task orders to Kimley Horn and Associates, Inc., in the amount of $14,855, and Kaufman Lynn Construction, Inc., in the amount of $9,805, to provide engineering/architectural and construction manager at risk (CMAR) services, respectively, for the project.

EXPLANATION: In 2018, the Village Council authorized design and pre-construction services for four (4) multi-purpose fields at Greenbriar Park. In recent months, staff has been in contact with the Palm Beach County School District (PBCSD), and Wellington High School (WHS), regarding the possibility of the Village constructing the four multi-purpose fields on existing PBCSD land (WHS), in lieu of utilizing Village owned property at Greenbriar Park. Any such agreement would require approval of an interlocal agreement between the Village and the PBCSD, which requires approval by both the Village Council and the Palm Beach County School Board. Additionally, discussions have also included the possibility of the Village relocating the competition pool to this site. If approved, all uses of the facility including multi-purpose fields, concessions, pool, etc. would be shared by both the Village and WHS.
